The Festival of Arts is the most important, large-scale, landmark event of the year. It is held annually on the birthday of the district, on the Day of Russia – June 12. The program of events also reflects significant dates and
events of the All-Russian and district scale each year.
The festival vividly and comprehensively presents the achievements of the district in various spheres of life. The honorary guests of the festival are annually delegations of residents of the district from urban and rural settlements, veterans of labor and war, guests of the cities of the district and Russia, Honorary citizens of the district and the district, heads of large enterprises of the oil and gas complex of Western Siberia.
The festival program includes more than 20 large-scale events for various age and social categories. Events that have been recognized by residents and guests of the district have become traditional: a festival procession, an opening ceremony, in which the residents of the district who have made a significant contribution to the socio-economic development of the district, the district, and Russia are honored. Traditionally, the achievements of commodity producers are demonstrated. The national culture of hospitality is represented in various ways at the site of national cuisines "Alley of Friendship". Traditional in the program are creative presentations of urban and rural settlements of the district, a childhood holiday, sports competitions, a festival of youth subcultures.
Every year the festival program is updated with new forms of cultural events, which over time also become a tradition: the national site "City of Crafts", the festival of dolls", "Slavic courtyard", the festival of flowers and others. The best creative teams and performers of the district are awarded the right to participate in the festival.
