The Khatly Festival is aimed at creating a unified cultural space for the revival and popularization of folk traditions and customs; identification, fixation and preservation of the tangible and intangible cultural heritage of the indigenous peoples of the Khanty-Mansi Autonomous Okrug - Yugra (Agan territorial group), as an integral part of the cultural heritage of the Russian Federation. The program of the Festival: the conference "Ugra - dialogue of generations", master classes in folk arts and crafts and decorative and applied arts, excursions to the Museum-Ethnographic and Ecological Park "Ugra", performances by creative and folklore groups of representatives of indigenous peoples of the North will immerse participants and guests of the event in the cultural, linguistic, ethnic, ecological environment. The festival has been a notable event in the cultural life of the city of Megion, Khanty-Mansi Autonomous Okrug - Yugra for several years.

The choice of the name of the festival is not accidental, in translation from the Khanty language "Khatly" means "The Sun", a reliable giver of heat and light. The indigenous peoples of Western Siberia, the Khanty, the Nenets, have preserved the centuries-old wisdom of their people in traditional culture. Folklore, folk crafts, traditions, rituals reflect the historical folk memory, the continuity of generations, where education is reduced to love, understanding of nature, careful attitude to the native land. It is the identity of the indigenous population in the conditions of unity with nature that allows the participants and visitors of the festival to get in touch with the national flavor.
